The relationship between education and culture cannot be understood as a simple process of transmission. Educational institutions do more than pass established knowledge from one generation to the next; they also create the conditions in which learners may reinterpret, contest, and transform what they inherit.
This is why the concept of agency has become so substantial in contemporary educational theory. It directs attention to the capacity of individuals to act purposefully within social and institutional constraints, rather than imagining them as merely passive recipients of culture.

A pedagogy that takes agency seriously must therefore make room for dialogue, uncertainty, and reflection. The teacher does not withdraw from responsibility; instead, the teacher provides scaffolding through which students can gradually take greater ownership of their learning.
The distinction is far more complicated than it initially appears. Cultural resources are unequally distributed, and the ability to use them is shaped by prior experience. Yet this does not mean that educational action is predetermined. It means that good teaching must attend to the particular histories and possibilities that students bring into the classroom.
